Fuel

Petrol

In the present circumstances of growing competition in the market, the quality of products becomes increasingly important. The new ecologically even purer fuel fully complies with the present requirements of the European Union. The EU standards regulate the benzene content, the lowest permissible sulphur content, and index of benzene volatility for all brands of lead-free petrol.

This is a new parameter, characterising the capability (or incapability) of petrol to cause steam plugs in the fuel supply system of the engine in summer. According to this parameter, petrol falls into different classes. Benzene content in ecologically purer, 95 class petrol, is several times less than in E-95 class petrol: recently benzene content constituted up to 5% of the total volume, whereas in 95 class petrol, which complies with the EU requirements – less than 1% of the volume.

Presently, the permissible sulphur content has been decreased three times in 95 class petrol on sale: from 150 to 50 milligrams per kilogram.

Since Latvia is situated in the Northern part of temperate climatic zone, during the warm period (from April 1 to October 31) consumers in Latvia are offered E-95, E-98 brand B class petrol with a low saturated vapour pressure – below 70 kPa; E-95, E-98 brand C class petrol – below 80 kPa, but during the cold period (from November 1 to March 31) – E-95, E-98 brand D class petrol with saturated vapour pressure – below 90 kPa.

Fuel oil

During the last 15–20 years production and consumption of fuel oil for automobiles has been rapidly growing. Diesel engines, in comparison with carburettor engines, are much more powerful, economical and their exhaust gases are not so toxic. Due to these reasons diesel engines recently are increasingly used not only in cargo and heavy motor trucks, but also in cars.

Since January 1, 2000, most European states have started to manufacture fuel oil, paying particular attention to ecological parameters pursuant to increased requirements of EU standards.

In Latvia, also, new, much stricter quality requirements concerning fuel oil are established each year. Comparing with the former requirements, now much lower sulphur content and higher cetane number is required. Requirements concerning the presence of water and mechanical admixtures in fuel oil, as well as lubrication properties, are much stricter. This parameter is of particular importance for fuel oil with sulphur content less than 0.05%, because, as the content of sulphur compounds acting as lubricants diminishes, these properties are to be compensated by other additives. Different types of fuel oil are classified according to marginal temperature of filtration capabilities.

Six classes of fuel oil have been recognized as appropriate for usage in the climatic conditions of Latvia. "LUKoil Baltija R" Ltd in summer offers C class fuel oil with marginal temperature of filtration capabilities -50C, but in winter (from November 1 to March 31) 2 class fuel oil with marginal temperature of filtration capabilities -320C.

Marked fuel oil

"LUKoil Baltija R" Ltd marks fuel oil with sulphur content not exceeding 0.2%.

Oil products are marked, by adding in appropriate quantities, one of the red dyes and one of the chemical substances mentioned below, to 1000 litres of oil products.

One of the following substances is used as the red dye:

  • N-ethyl-1-(4-phenylazophenylazo) naphtyl-2-amine – no less than 5.0 grams;
  • N-ethylhexyl-1-(tolylazotolylazo) naphtyl-2-amine – no less than 6.5 grams;
  • N-tridecyl-1-(tolylazotolylazo) naphtyl-2-amine – no less than 7.4 grams.

As chemical substance, N-ethyl-N-[2-(1-izobutoxyetoxy) ethyl]azobenzeno-4-amine (Solvent Yellow 124) is used – no less than 6 grams, however, not exceeding 9 grams.

Requirements for consumers

In order to purchase marked fuel oil, "LUKoil Baltija R" Ltd client shall produce a notice confirming the person’s right to purchase marked oil products ("Par tiesībām iegādāties marķētos naftas produktus") issued by the State Revenue Service.

In order to receive a notice concerning permit to purchase marked oil products (further referred to as notice), the consumer submits an application to State Revenue service, providing the details pursuant to article 4, Cabinet Regulation No. 359, adopted on 20 April, 2004.

The State Revenue Service checks the documents submitted by the consumer and, within a period of 10 working days since receiving them, issues a notice or sends it by post, or informs the consumer about rejection to issue the notice.

Residual oil

Now "LUKoil Baltija R" Ltd sells M-100 brand residual oil. Residual oil of this brand is designed for using in boiler houses and general heating equipment.

According to sulphur content M-100 brand residual oil are divided into four groups:

  • reduced sulphur content – up to 0.5%
  • low sulphur content – from 0.5% to 1.0%
  • medium sulphur content – from 1.0% to 2.0%
  • high sulphur content – from 2.0% to 3.5%

The proportion of fuel oil fractions in residual oil for heating constitutes 11.3% – 11.8% of the total mass.

"LUKoil Baltija R" Ltd, according to effective legislation of the Republic of Latvia, offers consumers M-100 brand residual oil with low and medium sulphur content.

Liquefied gas

One of the new directions of company’s activity in energy market in Latvia is wholesale and retail trading of gas for household and automobiles.

Company "LUKoil Baltija R" Ltd is one of the few firms that possess gas terminal with a capacity of 500 cubic metres. This terminal is located in the territory of  "LUKoil Baltija R" Ltd oil warehouse ("Naftas bāze", Olaine district, Riga region). The company offers to legal persons and individuals gas for automobiles and liquefied gas for household, as well as transportation and delivery services.

The gas terminal has a certified laboratory of chromatography at its disposal, which does the analysis of gas composition and makes it possible to check gas quality indices according to a number of parameters. Given the fact that “LUKoil Baltija R” Ltd offers in the local market only high quality gas imported from Russia, drivers can purchase high quality fuel at the gas filling stations of our company.

Wholesale

  • Automobile liquefied gas (from the terminal, with delivery to consumers)
  • Household liquefied gas (from the terminal, with delivery to consumers)
